Community Governance

Bubur has a long-standing tradition of community-based governance founded on consultation, mutual respect, and collective responsibility. At the heart of this system is the Lumberdar, the traditional village head, who is appointed through mutual consensus by the villagers based on his leadership, educational background, integrity, and commitment to public service. Supporting the Lumberdar is a group of respected community representatives known as Zaitun, individuals recognized for their honesty, volunteer spirit, effective communication, conflict resolution, and dedication to serving the community with faith and dignity. Together, they work closely with the Bubur Awami Committee, the village’s representative community body, and the Bubur Youth Forum, a youth-led organization that mobilizes volunteers and encourages civic participation. Through cooperation and shared responsibility, these institutions address local concerns, facilitate dialogue, organize community initiatives, and strengthen social harmony. During emergencies, development projects, and public events, the people of Bubur come together with remarkable unity, reflecting a culture where volunteerism, trust, and collective action remain the foundation of community life.
