of Bubur
Bubur is administered under Gilgit-Baltistan, a region of northern Pakistan governed as a Pakistani-administered territory. Under the Gilgit-Baltistan Order of 2018, the region has its own elected Legislative Assembly but remains a self-administered territory (de facto province) rather than a full province of Pakistan. Within this framework, Bubur lies in Punial Tehsil of Ghizer District (Gilgit Division). The Deputy Commissioner of Ghizer (assisted by an Assistant Commissioner) is the chief district official and oversees all major provincial-line departments at the district level (education, health, police, public works, agriculture, revenue, etc.). These district offices coordinate and deliver public services and local development projects in Bubur under the DC’s oversight. Major infrastructure and service initiatives (roads, schools, clinics, water systems, etc.) are planned and budgeted by the Gilgit-Baltistan government (e.g. through its Annual Development Programme) and then implemented by Ghizer’s district departments. The Gilgit-Baltistan Planning & Development Department (the provincial planning agency) “coordinates and monitors development programs” across the region. In practice, Ghizer’s DC chairs district coordination meetings to align departmental efforts. In summary, Bubur’s formal governance follows the standard Gilgit-Baltistan administration: policies and budgets originate from the GB government and assembly, while implementation and public service delivery are carried out by the Ghizer district administration and its line departments.
