Community Governance Structure of Bubur
Bubur’s governance structure is built on shared leadership, community representation, and collective responsibility, ensuring every voice has a place in shaping the village’s future.
Village Leadership
At the head of this structure is the Lumberdar, Bubur’s village head, who provides overall leadership and supervision across the community’s governance bodies.
Community Bodies
working under the Lumberdar’s supervision are three community bodies:
- Zaitun — members are elected and appointed by the community of Bubur
- Bubur Awami Committee
- Bubur Youth Forum
What they actually do
The Lumberdar and these three bodies exist to solve real problems and create real opportunities for Bubur. Where the community has the ability to solve something on its own, it does — through local initiative and community-based projects. Where a need is bigger than what the village can manage alone, the community works together with government institutions, supporting and coordinating with government initiatives rather than waiting passively for them. Everything is carried out within the law, following government rules and due process.
Why it matters
A village that takes initiative for itself, while working hand-in-hand with the government where it’s needed, is a village that grows on its own terms without growing apart from the systems around it. That’s the outcome this structure is built for — better governance, and development that lasts.
